Rule 41
Security of Juvenile Reform Homes
(1) The child correctional home shall arrange for the head of the child correctional home or the home manager (warden) to supervise the internal security, care and discipline of the children.
(2) As far as possible, the children's correctional home should have a male head if there are children and a female head or home manager, deputy manager and assistant manager if there are girls.
(3) Accommodation room, open areas of the children's correctional home except toilets and bathrooms can be monitored by installing suitable equipment such as CCTV.
(4) Arrangements should be made for security of the internal area of the building of the Children's Correctional Home by police security personnel in plain clothes and security of the external area by police security personnel.
(5) Children's correctional homes should install CCTV equipment in the outdoor areas as required and make arrangements to keep electronic records of outdoor activities. (6) Arrangements should be made to provide security to the police personnel by building a watch tower or other structure at the four corners of the outer area of the juvenile correctional home.
(7) Any employee of the Children's Correctional Home, "Police: If the employee or visitor brings material prohibited by the prevailing law into the Children's Correctional Home, he shall be sent in writing to the relevant agency for action according to the prevailing law.
(8) Proper arrangement of electricity should be made in the children's correctional home and other alternative arrangement of electricity should be arranged even when there is no electricity.
(9) There should be a separate building near the entrance of the juvenile correctional home for the security personnel assigned for the security of the juvenile correctional home.
(10) Bye-law: The security personnel as per (9) shall not enter the place where children live and the residence of children except in the following cases:-
(a) In case of beatings and acts of violence among children in juvenile correctional homes,
(b) In case of physical assault on staff or other persons by children of juvenile correctional home,
(c) If the children of the Children's Reform Home cause harm, loss and damage to the property of the Children's Reform Home, (d) If the children have to be rescued in case of disaster,
(e) If the Head of the Children's Correctional Home sees the need for protection.
(11) The Children's Correctional Home shall record the entry of the security personnel assigned under sub-rule (10).
